Hauled Waste Program: Manifests, Billing, and Compliance
KUB's Hauled Waste Program allows domestic waste haulers from Knox County and the surrounding eight counties to discharge domestic waste at the Kuwahee Wastewater Treatment Plant near Downtown Knoxville.
Associated Costs
Each permitted truck is billed annually for access to the Hauled Waste Site.
Each truck is also billed monthly at a 90% capacity per discharge using KUB's business wastewater rate schedule, Holding Tank and Special Waste Charges.

Manifests
Complete, legible, and accurate manifests must be left after every discharge by waste hauler.
KUB encourages waste haulers to keep manifests in their trucks. Additional manifests are not available on site.

Compliance
Failure to comply with KUB wastewater rules and regulations may result in payment of damages or termination of access to the Hauled Waste Site for a period of time determined by KUB. Review KUB’s Wastewater Rules & Regulations.
Some examples of enforceable violations include:
- Failure to submit legible manifest with each discharge
- Discharging waste originating from outside counties listed on the map (View the map)
- Discharging prohibited wastes
- Sharing security access number (SAN) with other vehicles
- Inability to maintain permit in vehicle
- Improperly using or damaging Hauled Waste Site
- Failing to provide payments for billed discharges
- Failure to clean site after accidental spill
- Falsifying information on waste manifest
Frequently Asked Questions
What happens if a waste hauler is unable to pay the monthly bill associated with discharging to the Hauled Waste Site?
Failure to maintain a current billing account will result in the deactivation of the waste hauler's security access number (SAN).
How many manifests should a waste hauler keep in their truck?
Waste haulers should have enough manifests on their truck to be able to provide a manifest for every load they discharge at the Hauled Waste Site.
What if a waste hauler does not have a manifest in their truck when trying to discharge at the Hauled Waste Site?
KUB will not supply manifests on site.
It is the waste hauler's responsibility to ensure they have a manifest for every discharge.
Failure to leave a manifest with each discharge is a violation of the Waste Hauler Program and can lead to enforcement actions.
Is the waste hauler responsible for cleaning the site after each discharge?
Yes, waste haulers must wash down the Hauled Waste Site using the provided water hose after each discharge.
Any debris originating from a waste hauler's vehicle must be disposed of in the adjacent dumpster.
What happens if a waste hauler fails to follow the Waste Hauler Program rules?
Failure to comply with the Waste Hauler Program requirements may result in payment of damages and/or loss of privileges to the Hauled Waste Site.
